Croatian Parliament Staff Service

stubišteParliamentary Staff performs professional, analytical, administrative, security, technical and other tasks to assist the Croatian Parliament in its work. In particular, the Staff handles all operations tied to the convening and holding of sessions of the Croatian Parliament, its working bodies and deputy clubs, the preparation of draft legislation, conclusions, reports and minutes, the analysis of materials and draft legislation forwarded to the Croatian Parliament to assess their compliance with Croatia’s Constitution and legal system, and the processing of legislation enacted at parliamentary sessions to facilitate their publication in Narodne novine (the country’s official journal) or their forwarding to bodies vested with public authority. 

Parliamentary Staff additionally performs tasks for the needs of parliamentary delegations to international bodies and organisations, as well as protocol activities surrounding the implementation of programmes for the Speaker and Deputy Speakers of the Croatian Parliament and the chairpersons of working bodies with regard to the reception of delegations of foreign parliaments and international bodies and organisations.


The Staff is obliged to provide assistance to individual MPs in rendering of their parliamentary duties, primarily in the preparation of the bills they are sponsoring, the activities and tasks entrusted to them by parliamentary working bodies, and in securing supplementary materials, documents and data for individual topics on the plenary session or committee meetings' agenda.

Secretariat

The Secretariat of the Croatian Parliament performs professional administrative and security tasks surrounding the preparation and organisation of parliamentary sessions, the preparation and publication of legislation, decisions and conclusions enacted and/or made by Parliament, and the monitoring of execution of parliamentary conclusions and the work of parliamentary delegations.
The Secretariat additionally performs tasks for individual MPs and deputy clubs, handles labour/legal relations, notifies the public of the activities of Parliament and its working bodies, administers the Parliament’s property and financial operations and oversees the printing, composition and filing of documentation and acts of Parliament. The Secretariat is additionally in charge of supervising entry into the Parliament Building.

Offices of Deputy Speakers of Parliament

According to constitutional provisions, the Croatian Parliament has one or more deputy speakers. The Standing Orders of the Croatian Parliament stipulate that there are two to five deputy speakers. If two deputy speakers are elected, one is nominated by the parliamentary majority and one by the parliamentary minority. If five deputy speakers are elected, three are nominated by the parliamentary majority, and two by the parliamentary minority.

Protocol Office

The Protocol Office performs professional, organizational, advisory and technical tasks related to the organization of receptions, meetings, visits, conferences and other events of the sort for the Speaker and Deputy Speakers of Parliament, parliamentary committees, commissions and delegations as well as for foreign parliamentary delegations, international institutions, embassies and missions to the Republic of Croatia and for delegations and representatives from other Croatian and foreign institutions.

Together with protocol officers from other institutions, the Office organizes ceremonies attended by the Speaker or Deputy Speakers of Parliament in or outside the House of Parliament.

Office for International and European Affairs

The Office for International and European Affairs performs professional tasks of advising, organizing, translating, coordinating and administering in order to assist the Croatian Parliament, in particular the Speaker, Deputy Speakers, chairpersons of parliamentary committees and commissions and heads of delegations in their work related to international and European affairs.

The Office prepares documentation for parliamentary officials’ bilateral and multilateral international meetings; it acts as secretariat for the delegations of the Croatian Parliament to international parliamentary organizations; it prepares documentation for parliamentary officials’ bilateral and multilateral meetings related to the European Union and it provides professional assistance to the Speaker, Deputy Speakers, Secretary of Parliament and to parliamentary committees and commissions in their activities related to the European Union. The Office is the central place for providing information about international and European affairs.

The Representative of the Croatian Parliament to the European Parliament, with office in the European Parliament in Brussels and in Strasbourg during the plenary session of the European Parliament, is part of the team of the Office for International and European Affairs. The Representative represents the Croatian Parliament at staff level and performs a wide range of tasks in providing support to the Croatian Parliament and its working bodies, primarily to the Representative’s central Office for International and European Affairs and the European Integration Committee, in matters pertaining to the European Union.

Working Bodies Service

The Working Bodies Service performs professional and administrative tasks for chairpersons and members of working bodies and for work groups that working bodies may establish.

Based on the proposal of the Secretary of Parliament and chairperson/s of working body/ies, Parliamentary Presidency adopts decisions on establishing an office for one or more working bodies within the Working Bodies Service.

Parliamentary working bodies are committees and commissions founded in compliance with the Standing Orders of the Croatian Parliament.

Deputy Clubs Services

The Deputy Clubs Services perform professional and administrative tasks for the chairpersons, deputy chairpersons and members of deputy clubs. They provide club members with professional and administrative assistance related to plenary sessions and committee meetings and carry out other tasks set by deputy clubs chairpersons.

Session Preparation and Processing

Organizational unit in charge of preparing and processing plenary sessions performs professional, administrative and other tasks related to organization of plenary sessions. Along with providing Members of Parliament and parliamentary staff with materials to be discussed at plenary and committee sessions, it prepares conclusions, decisions and other acts enacted by Parliament.

The organizational unit in charge of preparing acts of Parliament for publication edits, language-edits and proofreads texts of laws and other acts before they are published in the Official Gazette.

Human Resources and Legal Service

The Human Resources and Legal Service drafts decisions, books of rules and other acts within its competence. In cooperation with other organizational units, the Service plans and facilitates human resources development. It assists in preparing answers to civil complaints. For Members of Parliament and parliamentary staff, the Service performs professional and administrative tasks related to labour legislation. It keeps parliamentary officials and staff’s employment records. It assists in designing, adopting and implementing programmes of professional development and training.

Press Office

The Press Office informs the public about the work of the Parliament, parliamentary committees and commissions. It organizes press conferences, issues announcements and notices on parliamentary work and offers answers to journalists' questions. The Office manages media coverage of parliamentary work as well as the process of providing press credentials to journalists. It is involved in the work of the Sabor TV and edits and maintains the Sabor's website.

Citizens Service

With a view to improving the two-way communication between citizens and the Parliament and in order to assert that the Sabor is committed to openness, the Citizens Service maintains direct contacts with citizens. It offers answers to citizens’ queries, petitions and letters and organizes visits for citizens wishing to take an inside tour of the Parliament building or to attend plenary sessions. The Service carries out the programme of volunteering in the Parliament and assists schools in implementing civic education curriculum.

Information and Documentation Department

The Information and Documentation Department is charged with the indexing and archiving of all acts of Parliament. The Department also provides full reference service, which includes responding to requests for articles and information dealing with complex matters of interest to MPs, and utilising a variety of sources such as articles and electronic documentation. The Department responds to queries for information from MPs and parliamentary staff about bills in progress and transcripts of plenary sessions, and it keeps track of Parliament’s legislative activity (enacted legislation, rescinded or withdrawn bills, debate statements made by MPs during plenary sessions, and all manner of statistics on matters relating to the work and functioning of Parliament).

Library

The Library of the Croatian Parliament is a special library that maintains and preserves various collections in the fields of law, politics, history, economics and fundamental works on sociology, philosophy and the arts. The main objective of the Library is to provide Members of Parliament, Parliament’s working bodies (committees) and the Parliamentary Staff Service with information and publications relevant to their work. 

The Library is a member of the IFLA, the Section on Library and Research Services for Parliaments, and it co-operates and exchanges information with other parliamentary libraries throughout the world.

General Administration Service

General Administration Service performs tasks related to financial and material transactions and procurement, investment in and current maintenance of facilities, assets and equipment. Operations connected to mail, archives, transcript, print, telecommunications, informatics, electronics, audio and video technology as the ones connected to transport and catering also come within the competence of the General Administrative Service.

Guard

The Guard as the parliamentary security service controls persons, objects and vehicles entering the Parliament premises. It maintains order and performs other tasks to ensure security and safety of persons and property in Parliament buildings.
