Croatian Parliamentary Election Constituency Act

 

CROATIAN PARLIAMENTARY ELECTION CONSTITUENCY ACT

I. GENERAL PROVISION

Article 1

 

This Act shall define the territories of constituencies for the election of Members of the Croatian Parliament and other matters of importance for defining the territories of constituencies.

 


II. CROATIAN PARLIAMENTARY ELECTION CONSTITUENCIES

Article 2

Constituency I shall encompass:
– areas of the City of Zagreb: districts Črnomerec, Donji grad, Gornji grad – Medveščak, Maksimir, Novi Zagreb – East, Peščenica – Žitnjak, Podsljeme and Trnje
– areas of Zagreb County: the City of Velika Gorica and municipalities Kravarsko, Orle, Pisarovina, Pokupsko and Rugvica.

 

Article 3

Constituency II shall encompass:
– areas of the City of Zagreb: districts Donja Dubrava, Gornja Dubrava and Sesvete
– areas of Koprivnica-Križevci County: the City of Križevci and municipality Gornja Rijeka, Kalnik, Rasinja, Sokolovac, Sveti Ivan Žabno and Sveti Petar Orehovec
– areas of Zagreb County: the cities of Dugo Selo, Ivanić-Grad, Sveti Ivan Zelina and Vrbovec and municipalities Bedenica, Brckovljani, Dubrava, Farkaševac, Gradec, Kloštar Ivanić, Križ, Preseka and Rakovec
– the territory of Bjelovar-Bilogora County in its entirety.

 

Article 4

Constituency III shall encompass:
– areas of Zagreb County: municipalities Bistra, Dubravica, Jakovlje, Luka, Marija Gorica and Pušća
– the territory of Krapina-Zagorje County in its entirety
-    the territory of Međimurje County in its entirety
-    the territory of Varaždin County in its entirety.

 

Article 5

Constituency IV shall encompass:
– areas of Koprivnica-Križevci County: the cities of Đurđevac and Koprivnica and municipalities Drnje, Đelekovec, Ferdinandovac, Gola, Hlebine, Kalinovac, Kloštar Podravski, Koprivnički Bregi, Koprivnički Ivanec, Legrad, Molve, Novigrad Podravski, Novo Virje, Peteranec, Podravske Sesvete and Virje
– the territory of Osijek-Baranja County in its entirety
– the territory of Virovitica-Podravina County in its entirety.

 

Article 6

Constituency V shall encompass:
– areas of Sisak-Moslavina County: the cities of Hrvatska Kostajnica and Novska and municipalities Donji Kukuruzari, Hrvatska Dubica, Jasenovac, Lipovljani and Majur
– the territory of Slavonski Brod-Posavina County in its entirety
– the territory of Požega-Slavonia County in its entirety
– the territory of Vukovar-Srijem County in its entirety.

 

Article 7

Constituency VI shall encompass:
– areas of the City of Zagreb: districts Brezovica, Novi Zagreb – West, Podsused – Vrapče, Stenjevec, Trešnjevka – South and Trešnjevka – North
– areas of Zagreb County: the cities of Jastrebarsko, Samobor, Sveta Nedelja and Zaprešić and municipalities Brdovec, Klinča Sela, Krašić, Stupnik and Žumberak.

 

Article 8

Constituency VII shall encompass:
– the territory of Karlovac County in its entirety
– the territory of Lika-Senj County in its entirety
– areas of Sisak-Moslavina County: the cities of Glina, Kutina, Petrinja, Popovača and Sisak and municipalities Dvor, Gvozd, Lekenik, Martinska Ves, Sunja, Topusko and Velika Ludina
–areas of Primorje-Gorski Kotar County: the cities of Čabar, Delnice, Kastav and Vrbovsko and municipalities Brod Moravice, Čavle, Fužine, Jelenje, Klana, Lokve, Matulji, Mrkopalj, Ravna Gora, Skrad, Vinodolska općina and Viškovo
– areas of Zadar County: the cities of Obrovac and Pag and municipalities Gračac, Jasenice, Kolan, Novigrad, Posedarje, Povljana, Ražanac, Starigrad and Vir.

 

Article 9

Constituency VIII shall encompass:
– the territory of Istria County in its entirety
– areas of Primorje-Gorski Kotar County: cities of Bakar, Cres, Crikvenica, Kraljevica, Krk, Mali Lošinj, Novi Vinodolski, Opatija, Rab and Rijeka and municipalities Baška, Dobrinj, Kostrena, Lopar, Lovran, Malinska – Dubašnica, Mošćenička Draga, Omišalj, Punat and Vrbnik.

 

Article 10

Constituency IX shall encompass:
–areas of Split-Dalmatia County: cities of Kaštela, Sinj, Solin, Trilj, Trogir and Vrlika and municipalities Dicmo, Dugopolje, Hrvace, Klis, Lećevica, Marina, Muć, Okrug, Otok, Prgomet, Primorski Dolac, Seget and Šolta
– the territory of Šibenik-Knin County in its entirety
– areas of Zadar County: the cities of Benkovac, Biograd na Moru, Nin and Zadar and municipalities Bibinje, Galovac, Kali, Kukljica, Lišane Ostrovičke, Pakoštane, Pašman, Polača, Poličnik, Preko, Privlaka, Sali, Stankovci, Sukošan, Sveti Filip i Jakov, Škabrnja, Tkon, Vrsi and Zemunik Donji.

 

Article 11

Constituency X shall encompass:
– the territory of Dubrovnik-Neretva County in its entirety
– areas of Split-Dalmatia County: the cities of Hvar, Imotski, Komiža, Makarska, Omiš, Split, Stari Grad, Supetar, Vis and Vrgorac and municipalities Baška Voda, Bol, Brela, Cista Provo, Dugi Rat, Gradac, Jelsa, Lokvičići, Lovreć, Milna, Nerežišća, Podbablje, Podgora, Podstrana, Postira, Proložac, Pučišća, Runovići, Selca, Sućuraj, Sutivan, Šestanovac, Tučepi, Zadvarje, Zagvozd and Zmijavci.

 

Article 12

Constituency XI:
This shall be a separate constituency for the election of Members of the Croatian Parliament by Croatian citizens having residence outside the Republic of Croatia.

 

Article 13

Constituency XII:
A single constituency which shall encompass the entire territory of the Republic of Croatia in which members of national minorities in the Republic of Croatia shall elect their Members to the Croatian Parliament.

 

III. METHOD OF DETERMINING TERRITORIES OF 10 CONSTITUENCIES FOR THE CROATIAN PARLIAMENTARY ELECTIONS

Article 14

(1) The basis for determining territories of 10 constituencies in which Members of Parliament are elected by voters residing in the Republic of Croatia is the average number of voters included in the electoral register having residence in the Republic of Croatia.
(2) The basis from paragraph 1 of this Article is determined by dividing the total number of voters included in the electoral register having residence in the Republic of Croatia by 10.
(3) The number of voters in a single constituency may not differ by more than + - 5% from the base from paragraphs 1 and 2 of this Article in accordance with the provisions of the act stipulating the election of Members of the Croatian Parliament.

 

Article 15

(1) The state administration body whose scope includes the electoral system and electoral register monitors developments in the number of voters in constituencies and informs the Government of the Republic of Croatia about this on a quarterly basis.
(2) If there is a deviation in any constituency of more than + - 5% of the voters from the base from Article 14 of this Act, the body from paragraph 1 of this Article shall notify the Government of the Republic of Croatia without delay.

 

Article 16

(1) The Government of the Republic of Croatia submits reports to the Croatian Parliament on the number of voters included in the electoral register and the number of voters per constituency.
(2) The reports from paragraph 1 of this Article are submitted twice during the calendar year, namely at the end of the first and third quarter.

 

IV FINAL PROVISIONS

Article 17

Croatian Parliamentary Election Constituency Act for the Chamber of Deputies of the Croatian National Parliament (»Official Gazette«, no. 116/99 and 24/23) shall expire on 1 October 2023.

 

Article 18

This Act shall be published in Official Gazette and shall enter into force 1 October 2023.
